Oscar is a new landlord that registers for the program. After a year, he requests a lease renewal and increases his rent.

Application to program

Use case: The system must have an intake process for new landlords who want to enter the program and set up their access to the owner portal.

How it works: The portal allows landlords like Oscar to easily submit requests for changes such as rent issues. NYCHA can approve the changes sent by the landlord via the portal. Once the changes are approved, they are then changed in Elite as well.

Landlords like Oscar are approved during the RFTA process, after the inspection and comparable are complete. Other roles for access include Agent and Incoming PHA (for port-ins). Agents can be assigned to mutiple landlords. Oscar can review his information via the portal. If any information is inaccurate, he can submit change requests easily.

Lease renewal process

Use case: The system must allow the owner to submit requests, i.e. a lease renewal.

How it works: The Landlord Portal allows Oscar to submit requests, including rent increases. Emphasys can review the guidelines of the NY Rent Guidelines Board and determine if any changes need to be made in the process.
