Daniel’s father is the head of household, who is disabled. He does not complete the annual recertification and is subsequently moved-out. Upon follow-up notification, Daniel assists his father in requesting a restoration/reinstatement of subsidy and going through the restoration/reinstatement of subsidy process. Shortly thereafter, Daniel’s father passes away and Daniel is placed as the head of household.

Restoration into program

Use case: The system should notify the tenant prior to termination beginning, when the termination process begins, during the termination process, and following-up after termination has completed.

How it works: The End of Participation (EOP) process is a very precise action in the system that is different than all other certification types. There is a module where a user, with granted access, can go in and select the reason for the EOP, the move-out date, and the EOP date. The EOP will then be processed. While there is no validation process prior to the action being taken, role security could limit who can process the EOP to those that have confirmed the external process has been completed prior to processing.

Restoration into program

Use case: The system should allow restoration/reinstatement of subsidy requests to be submitted by tenants and processed by internal users via restoration/reinstatement of subsidy workflow.

How it works: Daniel would submit a request to the agency for a reinstatement or he would win in an informal hearing allowing for reinstatement. Portal access is restricted to active applicants, participants, and landlords for security purposes.

The reinstatement for Daniel will allow the user to determine the next steps. In some cases, the reinstatement would simply place Daniel back into the same unit where the former certification continues. The example given is the primary response. However, after the case is reinstated to its former status, the user can determine if the completion of the move process is necessary. Those steps can then be easily completed.

Reporting Restoration

Use case: The system should report to HUD when a tenant is restored.

How it works: The VOID of the EOP would be completed during the restoration process. The VOID would be submitted by the agency when they process their normal PIC submissions or the user could submit to PIC this one instance. If the EOP had not been submitted to PIC, the EOP would simply be removed and no submissions to PIC would be necessary.

After restoration, head of house passes away

Use case: The system should allow for removing a deceased head of household.

How it works: If it is a single-person household, the EOP process will be completed citing a reason of “Deceased” for the permanent record in the system. The EOP would be completed and submitted to PIC for proper reporting and removal from the Deceased Tenant Report in EIV.

If it is a multi-member household (as in the case of Daniel), the Head of Household would be removed in the working certification upon death. The system will request that you select the new Head of Household from the other adult members in the household. When that adult member is selected (i.e. Daniel in this example), he becomes the Head of Household on the 50058. The 3W field is automatically populated for the PIC submission with the former HOH’s SSN. After reviewing the case for new rental calculations based on the HOH removal, the user can then complete the certification for submission to PIC reporting the change in HOH.
